A junction diode starts to conduct freely in the reverse direction when the reverse voltage is raised above a certain value. Would this be reverse voltage Conduction?

Of course it is not recommended to use a diode in this fashion. The breakdown voltage, when exceeded makes the diode a great conductor.
Zener voltage is speced for zener diodes which are meant to conduct in reverse bias mode at a specified voltage.
