I believe what you have there is a fusible resistor, I'm having difficulty finding the value and characteristics.

 

I see brown-black-silver which is
10 x 0.01Ω = 0.1Ω

gold is ±5% tolerance

Can't dispute that.
In any case, measure the resistance. If you get open circuit then it's blown.

 

Here it is can't read it but looks like @MrChips got it: I believe that final black band says whether its fast or slow blo.

So it is 0.1ohms. The resistor is open. So I can't measure.
I have 0.1ohms resistor I will try using it.
