Repair thermoelectric cooler ..#2

Hello. I am writing on behalf of my brother. He has a wine cooler and the board inside is HYS60-12-KD. He says that cooling is working but the fans do not work. Could anybody help us how could we investigate the problem? what should we look for, what should we measure?
Also we would appreciate a schematic diagram if somebody got it.

Divide and conquer. In this case, determine if the fans or the board has failed.

Unplug the fans from the board and try powering them separately. (You'll need to research what type of fan they are so that you can provide the right voltage to the right pins.) They may have failed. Mine did. The blades should spin very freely but don't go wild spinning them quickly - you can potentially do damage.

Of course you can also try replacing the old fan with a known-good one, to see if it is getting proper power from the board. These are the same techniques you would use if the fan was a lightbulb.
