I think your question has mainly to do with optics.
The led has an opening angle that spreads the light.
The wider the angle the less the range will be.
It has also to do with the power of the led.

our main task is how to build it.... we choose Garlium Aluminuim Arsenide as semiconductor material to build this infrared Led...can u briefly tell me how to build it and make it effective...thx

 

Are you planning on actually fabricating the LED from raw materials? That is somewhat beyond the scope of this forum.
