Rechargeable standing fan

I've got a Yoko rechargeable standing fan that won't come on even on AC supply. I have to press and hold the on button before it rotates and beeps battery low. I plugged it overnight to charge, shows red light althrough and didn't charge. Where can I start from?

Do a charge cycle. Stop. Wait an hour. Measure the voltage on the batteries.
Turn the fan on while measuring the voltage on the batteries.
Those two measurements will give an electronics person most of the clues needed.

While you're in there measuring, you might see something that looks burnt. That's a good clue, too!

Can I send u a video to ur mail and some pictures. Tried uploading here but it's too large. I noticed a section looks black but no component looks burnt

Type the voltage measurements in. That's almost as good as a video of measuring the voltage on the batteries.

Voltage reads 3.8v. it starts reducing after I press and hold d on button. If I remove my hand from d button, d fan stops rotating so does d voltage.

Good day sir. I figured that when the battery is connected it behaves abnormally but when it is disconnected, it works fine. Could it be the relay or transistor that is not switching. Thank u for ur responses
