Re-purposing Lithium-Ion battery pack for another project?

say I want to drop the voltage down to 12v. Can I just put in a voltage regulator to drop the voltage and then measure the voltage at the battery to make sure it doesn't go down below a certain voltage?

I am wondering if doing this will harm the battery as there are 4 pins (C- T ID C+) at the battery. I'm not sure if all the pins are supposed to be used or can I just do what I described above?

Again, it depends on the current the app calls for; also on the rating of the regulator.

The manufacturer wouldn't have put them there if they weren't to be used. You need to research their purpose. I'd guess (but could well be wrong) that the C- and C+ relate to charging and T relates to a temperature sensor. Over charging or over discharging the battery could damage it, perhaps catastrophically.
