RCD power loss

Recently checked the description sheets from some Mechanical type - toroid RCD RCCB, manufacturer and I found the power dissipation parameter,
cheaper with higheer ratings.
For example a RCCB AC type, 220mains, 40A rated, 30mA leakage, is said to have total power dissipated per 2 pole 8watts
Another brand RCBO for 25A rated, said to have 6.7Watts dissipated.
Suppose these loses are from toroid's secondary safety actuator coil?
I could not understand how they calculate this power dissipated, is it at maximum Current amperage or regardless of current?
