i would like the led's to flash at 1 flash per second

for 1 second use c=4.7uF and R=150k(not the led series resistor). if you're not satisfied try some closest values of resistor or capacitor like 120K,180K or 3.3uF 10uF etc....until you get what you wish...good luck

 

i would like the led's to just turn on

OK, amplify the output signal of the output on the receiver with a transistor and drive your leds, nothing more (this is based on the fact that the output of the receiver pulsates at a frequency more than about 30Hz which is much greater according to your measurements).
