The 4013 is a (dual) edge triggered D type flip-flop. Because the switching happens on the edge, it is important that the rising and falling edges of the clock input are steep. The HEF4013 version has a Schmit trigger action on the clock input. This means that a slowly changing clock input will still work correctly.
