No. Why do you think it should depend on Vin? If it did, then it wouldn't be suitable as a reference.
It's a Vbe multiplier with an added zener.

 

As noted, that's not a voltage reference circuit (at least for the normal definition of such a circuit).
Is that a circuit you designed?
