That is an unusual drive requirement because of it actually being such small change increments of one-sixth of a cycle.
In fact it is so unusual that I suggest getting verification that the specification as described is correct. Seriously, that drive requirement is very unusual
A regular three-phase drive would have the phase angles as zero, 120 degrees and 240 degrees.
Creating the specified waveform can be done with digital circuits, which would provide a square wave that could be filtered, or it could be done with a direct digital synthesizer arrangement.
But it is certainly unusual.
