Is there any simple way of programming a PIC32 without using one of the development boards that need to be purchased?

Sure, but you will need a programmer. The ICD 3 and PICKIT3 seem to be the two cheapest options. I don't think PK2 supports PIC32 officially but their may be support somewhere.

Ok so its not supported by mplab, but hex flashing is supported with the external application.

 

Yes, the PICKIT2 software will recognize it.
