It is very tough to trouble shoot a switching power supply of this type. Notice the line drawn on the PCB that runs through the transformer. This is the dividing line between the AC input side and the DC output side. The AC input side is not isolated from the line input (house power) and is very dangerous to work on. You need an isolation transformer to probe safely on that side of the line. The reason is that all the components on that side of the line float at either 150 volts above or 150 volts below chassis ground. If you decide to connect a scope ground to that side of the line without an isolation transformer, please wear eye protection, because You will be welding.
You need special equipment and knowledge to work on this supply. If you don't have the right tools, it is very dangerous.
