Im building power bank, a badass one.I've build half of it, and i have a problem.
I found this QC3.0\PD2.0 65W Circuit Board.

They said it has to be connected to 4s battery pack and i have 3s. They just say that input is 4s so 14.8V, but my pack is 11.1V.
How can i connect my 3s to that circuit board so it can discharge and charge my battery pack?

 

The photo shows a 11.1V connection. Find a Chinese technician to translate the instructions.

It will not work with only 3 battery banks connected. It will give a fault condition because the forth bank is open circuit.
