Here is a GUESS, which is that we are shown the connection side of a diode bridge circuit attempt that does not function as intended. If both of these guesses are correct, then my engineering analysis provides three possible causes of the undesired function condition:
Possible Cause #1 At least one diode orientation is reversed from what it must be.
Possible Cause #2 The power connection is not made to the correct bridge points.
Possible Cause #3 One or more of the diodes is either shorted internally or open circuit internally
This evaluation is in spite of my poor mind-reading, thought perceiving skills.
Note that a supply such as this must include a transformer to provide a safe isolation from the mains voltages to avoid a possible shock hazard.
