Power issue motherboard - ASRock 970Extrem3

Hello guys, I need your help to repair my small brother’s motherboard. :)

When you push the power button, it doesn’t react. At this time, I already bought him a new computer but I am nostalgic about it because it was my first gaming setup.

Usage:
He plays fortnight and minecraft (he doesn't use it at its max capacities).
But I found out that this computer was near the electric heater :/.

Characteristics:
Motherboard: ASRock 970Extrem3 (dead?)
Processor: AMD FX-8120 8 core 3.1GHz (not overclock) (ok)
Ram: 4Go * 2 (ok)
Power-supply: 550watt 24pin atx (ok)
Graphic card: Sapphire AMD Radeon R9 280X 4K 3072Mo (repaired)



What I already did:
I tested all components one by one, they are fine but the graphic card was damaged and the motherboard didn’t want to run.

The graphic card boot but there were green lines on the screen (I managed to repair it by applying some flux and over heat it 8 min with the hot air torch) now it is ok.

After visual control, the motherboard has no issue, but I found out that when I plug in the 24 pin connector and connect the PS-On (pin 14, green wire) to the GND for 3sec and after that when I push the power button, it starts and works perfectly. When I shutdown the computer and I push the power button again, it starts. When I plug out the power-supply, the problem comes back again. I did this test 5 times. I also tested the pin 9 (VSB – Standby Voltage, purple wire), when it is plug out I have 5v. When it is plug in, I have 3V (motherboard doesn’t start). When I do my wire handling I have 5v and the motherboard starts.

I think that it is possible to repair but don’t know the next step, do you have a clue?

Most modern motherboards use a "start" signal from the power switch. That signal/pin is usually located on the motherboard, somewhere. Check the wiring to that. (System Panel Header)
Since other components "failed", it is possible the mobo is faulty regardless. You may have to replace it....

I finally found the problem ! ^^
I was tricked by the power supply ...
The signal pin 9 (VSB – Standby Voltage, purple wire) doesn't deliver enough amperage to boot the mobo.
Also I heard a small sound from it when the 24pin connector is plugged in the mobo.
Tried with another power supply from my personal computer and it worked.
