I am making a small, portable charger that is going to use this 400mAh battery (http://4tronix.co.uk/store/index.php?rt=product/product&product_id=508). It is going to be an emergency charger. I cannot find a circuit board that will work to make a charger.

An android or iPhone, I don't mind. Anything that works.

I think you need a boost converter to get to 5 volts.
