Wow! At first blush, a "car reverse horn" would absorb noise, rather than create it!

But from the other details, the OP may be referring to something like the limos that play "Here Comes the Bride" but with a different and selectable tune. I'd imagine a hearse with a horn that plays "When the Saints Go Marching In" would be popular in some parts!
