If you are not using a particular input, then tie it to whichever logic level renders it inactive. Do NOT leave it unconnected!

i have a doubt.in practical experiments,how do we connect preset and clear to ic chips in a bread board.from where to where..if in ic 7473 synchronous counters
7473 is a J-K flip flop with low active clear, not a counter. You should tie it HIGH through a pull up resistor so you retain the ability to reset.

If you are connecting a group of 7473 flipflops toform a multi-bit counter, then all of the presets should be tied together and all of the clears should be tied together. The group reset input will clear all counter stages, and the preset input will set all stages to logic 1.

Generally 74xxx series chips asynchronous (Set and Clear) are active low and need a pullup resistor to VCC if they are not used. 1K to 10K ohms is good. Not much of a need to calculate much. 4xxx series CMOS are usually active high and need to be grounded or a pull down resistor to ground. 10K to 100K ohms.
