PL-S bulbs and ballasts

hello all.

i need to make my own UV light box. the bulb i have is Philips PL-S style, a 2pin 60vac 0.17amp bulb (basically a low pressure)

i was trying to hunt down a electronic ballast but cant seem to find one, the ballast folks keep telling me that only a coil ballast can be used. okay, i went onto a big name website and looked at their WH2 elect ballast wiring diagram, and it shows the ballast connected to a 4pin bulb, BUT, they parallel the pins, so isnt that a 2pin at that point (see below pic, me added the arrows) ?? i either don't understand electronic ballast or the company doesn't understand the pin connections in their diagram.

a coil ballast needs to be around 350ohms @60Hz120vac to kill off some voltage for the PL-S bulb. The PL-S bulb has self-ignition, so is there any reason i cant use a 350ohm 10watt (on heatsink with fan) instead of a hunky coil?

yeah, i saw that, but its 220-240v, i need 120v

but that does prove that the Fulham folks dont understand it, at least not from email support, because this Micro elect ballast does work on PL-S 2pin bulbs !! but Fulham says "2pin bulbs require a magnetic ballast"

and, do i really need inductance to run the bulb? the coil ballast seems to just add some Z to the ckt. why not just use 350ohm resistor? i know DC ohms makes things hot, but for my task the 10w of heat is ok.
