Ok YlliBoth fuses blow? There may be an issue with the voltage select switch and/or the transformer primary winding.
Try this: Replace both fuses and set the voltage selector back to 240 VAC. Unplug the unit, but turn the on-off switch on. Set your ohmmeter to its lowet range, and short the leads together. Note/post the reading. Measure/post the resistance between the power plug prongs. Now switch to 120 VAC and measure/post again. These are going to be low values, so make sure you are getting good contact on the power plug prongs.
should i be using 6.3A fuses on 110-120 volts then but not 3.15A ? the fuses i got are Fast blow.The fuse will not damage the components. If there are components to be damaged they are already damaged. The fuse is to prevent a fire.

so i followed what you just told me ...here's what i did .
put 2 new fuses, turned ON the power button without putting the plug in and set the multimetter to 200 omhs and connected to plug prongs. on different voltage selector settings, here are ratings i got :
on 240 volt i got 05.8
on 220 volt i got 12.0
on 120 volt i got 0.01
on 110 volt i got 6.1

There is definitely an issue in the transformer primary wiring or the voltage select switch.on 240 volt i got 05.8

That was my first thought too, but those resistances are all screwed up. The 240 volt resistance should be a bit more than that at 220 v. Since the primaries are being switched from series to parallel, the resistance at 120 should be 1/4 that at 240, and the resistance at 110 should be 1/4 that of 220.Must be the select switch, try powering it up on 110V.
