Nope they were soldiers. And there was a military base nearby. I only snapped the border sign, that is why they let me keep the pic. Thank goodness for digital photos! But you are right, the Carabinieri are a bit wacky. I remember watching them racing their vehicle at a very high rate of speed through crowded streets of Genoa. People had to leap out of the way. We were told to stop immediately if they or the polizia raised that "lollipop" as the other can and will let loose with that automatic weapon.
