Phone headphone level only 80mV

My LG ls676 only has 80mV max coming out of the headphone jack/channel when watching youtube and I cannot drive a line input effectively like my stereo. I saw on the internet that normal level is supposed to be 300mV RMS. I think a normal level should be at least one volt AC. Isn't something extraneous acting on the headphone outputs of my devices. My Degen DE 1127 mp3 player/radio only has 150mV output.

Headphones level is much lower than line level to avoid destroying your hearing. Add a preamp to increase the signal level.

Some headphones have high sensitivity to minimize battery drain.

I've tried selling SPL limiting technology to earphone and headphone manufacturers and they say there is no market for headsets that can't get way too loud.

It's odd that I have to put what should be a line level output into a line amplifier. This messes up how I have to set the gain of the microphone of my mixer. I have to put it way lower. There's something suspicious controlling these levels. Speaking schizophrenia, can someone tell me the possible source or it would be too much of a risk for the medical profession.
