Eliminating the balls would help this spin longer, as already noted. But the OP said they wanted to remove electrical energy to be stored for a later "boost". Any attempt to do that will be like applying a brake and will stop it dead quite quickly. I'm assuming reasonable mass and speeds (and therefore rotational energy) and a practical amount of power removed to store a battery.

Since storage and retrieval of energy from a battery is ~50% efficient, you'll get more "motion" by NOT involving electricity.

Just use a lot of weight at the perimeter, balance it really well, and use the best technology you can afford for the bearings. Spin it in a vacuum to eliminate air resistance.

BTW, I'm expecting Santa here any moment. NORAD says he's approaching Quito, Ecuador as I write this.

 

Although the OP did state that he knew it was impossible, it would have been nice if he had given some indication of why he wanted to build something that he knew wouldn't work. For instance, if he had said that he was making an exhibit that contained "working" examples of some common perpetual motion machines that people could get going and then watch as they ran down and that he wanted to make a good faith effort to make the devices as correct as possible, then I imagine he would have gotten a lot less sarcasm and a lot more serious thought and suggestions.

Maybe you heard this before: they say that in the Christmas eve, in our neighborhood, a father who was short of money, climbed the roof armed with a pistol and shot twice. Then he came down and told the children that Santa had committed suicide, so there would be no presents for this year!

A little bit more seriously, it is hard to imagine Santa around here where we are having consistently 38ºC in the last six days. Clear skies all the time.
