If something drawing a few 10's of mA can cause your house lights to flicker, you have a serious problem with your house wiring. Well that should not cause flicker of mains power. Try a cap as suggested earlier. I have no idea of your location or house mains power.@Reloadron The supply is 12v 1.5a.
Even with that it should not allow household mains powered lights to flicker. Unless there is some very poor wiring involved with mains power.@Reloadron It draws 1.5a when its starting.
Then start looking for a poor wiring configuration. Something is loose somewhere. A simple light load should not create a flickering light(s) issue. Now if you have no understanding of branch circuits or how things work I suggest you find a competent qualified electrician to review the problem.@Yaakov Just the lights in the room where the fan is connected.
