Have you looked at page 5 of the datasheet I gave you? You don't understand the counter and I gave you a reference that would teach you that. You don't understand why it won't count down. I told you where to find the answer. What else do you want? I cannot give you the answer.

 

The datasheet is in front of me. I read it, when i simulated the counter i got what i want but when connecting it to the first logic level things missed up. I am debugging the design now.

What is missed [sic] up?

You have major problems with your understanding of how the 3 LED indicators should work. As I asked before, does you circuit do the right thing when there are 4 or 6 cars in a zone? Which LED should be on when there are 4 cars? Which LED should be on when there are 6 cars?

You have decoded 0, 5, and 10. What happens when the number of cars is something other than those numbers? What does no LEDs on tell you?
