He means that the relay switching capacity needs to take into account the power factor of the fan but this is such a small motor that any relay capable of switching > 2A or so will suffice. On a large motor the current could be significantly out of phase with voltage (ie poor power factor) and this can have detrimental effects on the switching contacts, eg bad arcing.
