OPTOcoupler and CD4030 XOR - Not working as planned

Hello everyone and happy holidays. I continued to test my new OPTO circuit and wanted to let you know I found the problem. I was the problem .. lol ... I failed to ground the chip. Once I grounded the chip, LEDs were bright and everything worked well. Thank you for your assistance and guidance.
