operational amplifier oscillator help

Well I created this frankenstein circuit while trying to make an LC oscillator that produces sine waves . I made a prototype that maybe works the same but with my tools I cant detect if there is any negative voltage ( basically I plugged a speaker to the output and it made a sound) . Anyone willing to do the experiment on his own and tell whether this thing is capable of producing radio waves or not please:) ?

If you dont have a scope -

Sound card scopesstill useful around audio frequencies, plus
spectrum analyzer and signal generation.

But first build a simple circuit to protect sound card inputs so you do not
ruin from transients, overvoltage. Google "protect sound card input".

I have no idea what so ever ... I am not an electrical engineer , just a highschool student who like to get his hands dirty with electronics...So if you can point me to the right direction that would be helpful , my experience with electronics is in early arduino board understanding stage but I wanted to experiment with LC circuits because I find them interesting for some reason:/
