NiCad Battery charger

I have a 18 V NiCad Battery charger which doesn't seem to charge the battery. I checked the output voltage without a battery connected, it showed 5 VDC. Just wonder if this is OK since battery is not connected? With battery connected should be OK? I don't have the battery with me now, hence the question.

It may be OK if it uses unsmoothed rectified power. You need to connect a battery and see if the voltage rises when the charger is switched on.

Found the battery - before connecting it, charger read 0V. After connecting, it read 12V and slowly went up to 16 VDC. But, this was the voltage of the battery before connecting the charger so seems charger is defective. It is a Craftsman 1-hour battery charger 18VDC p/n 700994. Both le lights i.e. charging (red) and ready to use (green) do not light. Can't find a schematic for it.
