Need idea or suggestion damage IC

Hello and good day. I have an crank board that ic is burn out and no part number. If anyone that experience and familiar with the ic circuit and the function can guess or suggest any ic that have same function for replacement.

Here the circuit and ic function:

Which magnetic sensor? Is it one in a vehicle's ignition distributor? Or is it a crankshaft angle sensor? .... or???
Can you post a clearer picture so that we can read all the component values easily?
