I read the steps and found that vccs transformed into Laplace not divided P? is is correct? should be divided P, right?

Well, the VCCS gets it's characteristic from another part of the circuit including any constant source or initial condition. Remember it's dependent on what is happening in the other parts of the circuit. What would happen if another part of the circuit was a sine or ramp rather than a step?
What can you deduce from that :)
