I am looking for a strong handheld Neck Massager.

I found this that is Rated 1,000 RPM.

Am I miss reading something why is the Top one 10,000 RPM and the Bottum one 3,600 RPM?

Hard to tell. The proof is in the performance. My "guess" would be that the 3,600RPM would be more "powerful". But it's Amazon. Order both and send the 2nd place winner back free for a refund...
