MOV for input spike voltage

Hi All,
I am in the process of designing a power supply for a locomotive(railway) speed recording device. According to the specification the power supply should withstand input spike voltage of 2000V for 10msec; I coulnot find any varistor for this rating. Continous input voltage is 150V(max).

Can anyone of you suggest me a device which should arrest this spike voltage?
