Mobility Scooter Electric Brake Problem

Hello, I don't know if this is the right place to ask this but here goes, I have a Pride GOGO Elite Traveler Plus mobility scooter that has an electric brake which automatically engages when the throttle is released. It brakes fine when needing to stop, however once I'm stopped if I'm on any slope at all, the scooter will start rolling. The brake is not staying engaged, I'm wondering if it's electrical or the brake is just worn out? This scooter model is discontinued so I can't buy a new brake. Attached pictures are of similar brake.

Your second pic shows a Burgess microswitch. Judging by the state of its connections it doesn't look as though it's been in use recently? My guess is that the switch could originally have been used to control a 'hold' function.

The pictured brake is not the one in question, but it is identical. The switch is used to switch the scooter from drive to freewheel in case someone needs to push the scooter as opposed to driving it. In drive position, the brake will engage when the throttle is released and should stay braked until the throttle is re-engaged or the freewheel switch is flipped. The brake isn't staying engaged after scooter has stopped however.
