MC2100lts-50w Treadmill board

My treadmill stopped working so I opened it up and this board seems to be the issue. The status LED is solid red which means it isn't getting a speed signal. And the console won't turn on at all, so I think the power board is not outputting a speed signal or the power to the console. I hooked up an automotive battery to the motor and the motor turns the treadmill fine.

Is there a way to benchtop test this board without AC voltage? I only have a 30VDC benchtop power supply.

120V. But I have nothing to put 120V into it (safely).

I put a in 20Hz signal to the treadmill and it started moving. I checked the power output to the console, and it it is 0V instead of 9-12V. So, the power output part of the board isn't working, it seems. I am going to hook up the console to my power supply and see if it turns on when I get back home.

I hooked the power of the console up to 12V on my DC power supply and it does show the boot screen then it loops a few times then eventually beeps and shuts off. The fans also did spin briefly during this once. I assume this is because it can't communicate with any other part of the treadmill, so it looks to try to communicate as it loops then eventually gives up.
