MC-60 Treadmill won't start

I'm trying to fix an older treadmill (Proform CR61) that has an MC 60 control board. The display lights up, incline works, all the buttons work.. but the motor will not start. When I press the start button it makes a slight buzz noise then everything resets. I've taken it apart, looked at both boards and can't seem to find a problem. All the LEDs light up except the one on the MC 60 board that is supposed to show power going to the motor. It'll light up for a brief second after pressing start then the entire unit resets. Any suggestions?
 
I looked at an identical issue a while ago- check if the motor is stalled. In my example the belt (running bed) was stuck to the board, and simply pulling it up and freeing it fixed the issue. The belts need a decent spray of silicone spray every few hours use.
