But there has been no suggestion of applying full voltage at switch on?
The torque for a stepper motor is constant from 0 RPM to max operating RPM.
Only RPM controlled, not torque.
Accidents and turn-on transients do happen and while I have no ideas about the cost of the engines the TS is breaking in, I am guessing that they are not cheap. Thus avoiding the possibility is a good path to follow.

. I know enough about programming to do this(Not a Expert). I don't believe that can be done with a open loop dc system.
If using a programmed device, a DC motor such as I described could be used by monitoring the RPM and controlling a DC motor in a suitable manner, some kind of feed back seems inevitable where the varying conditions apply from one motor to the next

Well I received some new parts. After changing out the first part I found the problem. The Adjustable Signal Generator/Speed Regulator was failing. I replaced that device and all is good. I also connected a RPM device and that is working nice as well. I have not yet attempted the torque measuring device due to the fact I wanted to get the rest of the unit working correctly before inducing any more problems. Thank you for all your help so far.

Now I am wondering about the speed and directions used for the break in process, if that is not a trade secret. Also about forward and reversed directions for spinning the engines.
And it will be interesting to discover which torque measurement scheme is selected.
