How do we decide which one should use ?
Personal choice.
The US symbol has one plate curved (the negative terminal for a polarised capacitor. The european symbol has straight lines for the plates, with a hollow rectangle for the positive plate.

I believe it is 12.5mm diameter.
Look in the rcl.lbr. You will see 'CPOL-EU' and 'CPOL-US'. Choose whichever symbol style you want and open that one, then look for E5-13 in the package column. That is for a 13mm diameter but should be close enough.

Thank you AlbertHall, which would be suitable match for following capacitor

Which switch are we talking about, the solver one or the black one?
Pitch of the pins?

[Edit] sorry I see it is the black one. Are the pins supposed to be through-hole, surface mount, or wires? I can't see them well in the picture.

In the downloads part of your link is ' Schematic Symbol & PCB Footprint '
That link allows you to download the schematic symbol and PCB footprint for the part (for various different CAD systems including Eagle).
This link will take to some details of the component search engine and you will need the library loader to 'decode' the file and put the Eagle library files in the right place.
This site is very useful for finding Eagle library parts.

I find the best way to get footprints for Eagle is using Mouser. If you can find the part on the site you can download the cad, schematic and footprint using their library loader. You tell it that you use Eagle and when you open a zip file you downloaded it will automatically add it to a library (in my case "myLibrary") in eagle. This means every part you download goes in the same custom library so easy to create one library for all the parts you use. I can't count the hours it's saved me. As an added bonus if Mouser doesn't have the footprint but sells the part you can click a button to request the footprint and within 24 hours it will be available, I've done it a few times myself. All free! I think you might have to sign up along the way though.

Here's an example part, look for "ECAD Model:" in top box, every part has that.
