Who knows what it's purpose is?
Without knowing what the purpose of the circuit it, how can you reasonably expect people to know what the purpose of the components within the circuit are?
It might be there in case the input is put in backwards. It might be there to clamp the input signal.

Not critical if it's for a TTL (like/compatible) input pulldown (input current sink). Standard design values were in the range of 200 ohms.
