The circuit below is 1v per LED segment and is fully lit at 25v. Each LED operates at approx If=20mA using a KingBright DC10EWA Bar graph (should be plenty bright). The regulator is a TPS7B82 5.0v LDO regulator and is available in different packages. You'll have to review the datasheet and choose a suitable package.
