I understood this diagram gonna make it and check the output. So I have to check the output without load right so check how much I am getting Vout. And I should get 5.1 V right?
Yes, ideally R3 should be 125 ohms or 100 ohms, this will give you the minimum Constant Current of 10mA for the Adjust pin,.

Minimum current 10mA and 5.1 Voltage without load and if I connect my device with this then current will be drawn according to the device specs. RIght?

Please tell me so I would start building it on zero PCB.

Get the resistors right and the regulator will work, you need 120 ohms for R3, and 360 ohms to replace R1,R2,,,this will give you 5V.
