I want to make a circuit to charge THREE Cell 3.7V li-ion batteries connected in series (total voltage = 11.1V). having capacity 2.2Ah.

I have Constant Voltage supply of 12V 1A.

I want the battery charger circuit with Over Voltage, Under Voltage, Over current Protections etc.

Li-ion cells require 4.2V to charge fully so your charger must be able to supply 14.1V so you will need to boost your 12V supply.
These cells do not respond well to over-charging or over-discharge - they tend to burst into flames or explode - so great care is needed in the charging circuit. With cells in series you need charge balancing circuitry to ensure that any individual cell is well controlled. Circuitry to do this is available ready built and very cheap.
