LED driver dimming ratio

Probably a dumb question, but when you have a an LED driver IC and they talk about the dimming ratio, what are they talking about? Is it stating what sort of dimming resolution you will get? Or is it stating that from the max value, you can dim to the ratio (so far a 1 A driver, with a 100:1 ratio, I can get no lower than 0.01A)?

Dimming ratio is the ratio of rated lumens to actual or minimum lumens..

So a 2000 lumen source dimmed to 1 lumen is a 2000:1 dimming ratio..

With your 100:1 ratio a 100 lumen source can be dimmed to 1 lumen... Or a 10,000 lumen source can be dimmed to 100 lumens or a 100,000 lumen source can be dimmed to 1,000 lumens..
All are a 100:1 ratio..
