I am new to electronics. Could any one please identify the IC2 in the attached file.

IC2 could be one of any number of ICs, depending on the intended operation of the circuit.
If IC1 is meant to be a 555 then its wiring makes no sense.

I agree with Alec. Also, if we knew what the circuit was intended to do, that may also help us a little bit. But I also agree, if IC1 is a 555, it's wiring appears to be incorrect. From where did you get this diagram?

You've found an example of how not to draw a schematic.

When IC packages are used, IC pin order is maintained, pin space is uniform, and all pins are shown. It's use obscures circuit functionality.

8 Pins IC -- The Vcc and Gnd matched with NE555, but it is not NE555, not LM358, not uA741.
14 Pins IC -- The Vcc and Gnd matched with LM324, but the Pins of function don't match, it also does not LM339.

Ic1 has the pinout of an I2C memory The pullups on the SDA and SCL seem to be in the right place.. However!! never seen all this running from 0.6v before... Its the only fly in the ointment!!

IC1 is probably one of the 8 pin serial eeprom 24Cxx chip,
so IC2 can only be a MCU where the Vcc and Vss are P4 and P11.

Make sense?
