LC Meter -- Colpitts Oscillator

I have tried to build a meter to measure capacitor like the above.

Finally, I build it but it does not work.

Both sides are 0V.
It does not have any oscillation.
What wrong am I?

I suspect others like myself are wary of off-site links to attachments. Especially those that include a pop-up offering to update my android system.

Because I measure 0V on both sides of capacitor.
Now I fix it. And the frequency is generated.
I am using Kerry Wong LC Meter With Frequency Measurement but I am confused with the code on the Arduino Uno.

What did you find that was wrong that you fixed.?

Sorry I cannot help with Arduino, others members may be able to advise you.

Because I found that his schematic is mixed about the L and C.
Now I am going to use AD7746 to pass capacitance information to arduino uno.
