That should be OK, try with and without the 47R resistor in series with Vout to the laser diode.
If it is not 'bright' enough with a 47R try say a 22R or 33R.

I don't know your location but these boards seem to be plentiful on Amazon for about $0.50 each and I see them on other hobby electronics online retailers. You can use a DC DC buck converter but all you really need is the above board. Something else I haven't given thought to is battery life with a standard 9 volt battery and driving the LASER.

The laser diode is rated at only:
Supply Voltage: 5VDC
Operating Current: <40mA

So if he uses an 9v PP3 alkaline, nominal 1AHr battery, he should get some reasonable usage.

Thank you. They do have that board but they sell it from china, which would take time. Also in the picture it says AMS1117-3.3, which I don't like to see when buying something that says its 5v. Will use the board I mentioned.

There is difficulty in getting a through hole AMS1117-5 component.
i'm starting to think of getting a dc-dc converter board which has the ams1117 board on it like i posted above. Just add a 47R resistor in series with the laser.



Description:
Input: 6V~12V DC (input voltage must not drop below 6V).
Output: 5.0V 800mA (load current must not exceed 800mA)
Can be directly soldered on to PCBs using the pre soldered pins.
PCB size: 2.5cm x 1.1cm
Comes with onboard power indicator LED (red).
Yes, the last board you pictured above will work fine. All you need is 5 volts at about 40 mA for the LASER LED.
