Is there anybody who could help with designing a more powerful ultrasound dog anti barking device ? I have no qualifications in electronics, but my idea was to start with one of the units one can buy online as a base, amplify the signal and use a more powerful speaker. That way most of the electronics is already in place , even the part that recognizes the sound of barking dogs and triggers the ultrasound. This idea is probably complete bollocks but maybe not. Otherwise I would appreciate if somebody could help with building such a device from scratch.
The range needs to be at least 200 meters.

200 meters!! Have you thought about the unnecessary disruption to other neighbors and their pets? What dogs can hear, cats can also likely hear and cats aren't the source of your problem.

Why not talk to your neighbors? Or report them to animal control (after documenting the noise nuisance)?

Even in my rural neighborhood, dog barking ordinances still apply.

 

With that kind of range, you risk harming dogs (and others) that are at much closer distances that that far distance dog you are concerned about.

Put the shoe on the other foot. If you had a dog that was well behaved and your neighbor had a dog that was always barking, would you appreciate someone 200 m away subjecting your dog to that just because the dog next door was barking? Plus, if multiple dogs are getting subjected to that even when they aren't barking (including the one that you are trying to deal with), what's the chances that they are actually going to associated the discomfort with their barking?

 

Even beyond the valid comments so far is the very real probability of damaging people's hearing with that high a sound level. And while folks would feel the pain they would not realize where to get away from it.
AND, if somebody DID realize what you were doing, you might get a really nasty response. Many years ago I tried using a manual tire pump to blow an ultrasonic dog whistle, as an attempt to stop the dog next door from barking. My sister immediatly screamed as it hurt her ears terribly. I was not able to hear it more than very slightly.
