kitchen timer circuit not working

Hey everyone, Merry Christmas! I built this cd4060 timer , but I'm not getting a signal at pin 11. the signal is present at pin 10, though. Also, I'm not getting any sound out of the buzzer. can anyone help me please? I've checked all chips for 12v at the supply pins, checked the power on reset signal, and tested all LED's. This was working fine on breadboard.

On the drawing it appears that the clock input,pin#11,is tied to the reset input, pin #10. That will never ever work.
BUT that might just be a drawing problem, not a design error. Also, try diconnecting capacitor C1. That appears to be a power on reset cap, much too large a value. If it has any leakage that will keep the CD4060in a state of reset.

Certainly holding the system in reset will inhibit any counting. So the very first step will be to remove C1. It is much too large no matter what.
