It looks like a voltage regulator but I could find it anywhere.

The label is 9B28. Does anybody know what this is?

 

There's no much information on that marking code. If you think it's a voltage regulator, you could reverse-engineer the chip, draw a schematic to see where the pins are connected. Doing that could give a better insight.
